Quebec’s Plumbing Code: What Is There to Know About the Current Version?

The first version of the Plumbing Code was published in 2002. Since then, the code has been amended and revised on numerous occasions to better reflect changes made to technology, including new installation methods, to ensure the regulatory standards align with that of the rest of Canada.

Construction in Quebec: What Is the Building Code?

In Quebec, contractors and building plan designers are required to comply with the Construction Code (Building Code). Said document encompasses all regulations regarding building quality and safety, whether for residential, commercial, or industrial purposes. The Code is divided into different work categories, such as electrical, energy efficiency, and plumbing.

Who Is Responsible for Enforcing Quebec’s Plumbing Code? 

On a provincial level, the Régie du bâtiment du Québec acts as the relevant authority enforcing said regulatory standards. Contractors holding valid licences issued by the Régie du bâtiment du Québec have committed to abide by the rules as stated by the Plumbing Code.

It’s therefore up to them to instill the right technical dispositions as far as designs and installations are concerned. Naturally, the latter also applies to all other chapters featured in the Building Code.

Plumbing Code, Chapter 3

The Plumbing Code is found in Chapter 3 of Quebec’s Construction Code (French only). Hence, some people will refer to it as rules per “Chapter 3” instead of the Plumbing Code. The plumbing regulation in Quebec is also part of the Safety Code, featured in Chapter 1.

We briefly covered Quebec’s plumbing code, but before we delve into the amendments made and new regulations implemented, we have to mention the National Plumbing Code of Canada. Indeed, Quebec’s plumbing code is based on this very document. When the Canadian code is amended, the one used in Quebec is also revised accordingly.

National Plumbing Code of Canada 2015

In 2015, the National Plumbing Code of Canada (NPC) underwent a major update. The code, which has over 240 pages, includes all regulations that must be taken into account by the different concerned parties working in the construction/renovation industry, proving just how detailed and dense with relevant information the document is.

Despite the publication of another version in 2020, the 2015 edition is still deemed valid. Moreover, some requirements featured in the NPC 2015 were carried over to the new version. However, starting January 11, 2025, the 2020 version of the code will take precedence.

National Plumbing Code of Canada 2020

The 2020 version of the NPC is a logical follow-up to the 2015 version, introducing new and better quality plumbing materials, most especially for replacing asbestos cement in new plumbing installations. Moreover, it also notes that the maximum water temperature flowing out of showerheads or bathtub faucets will be lowered in certain types of buildings, including healthcare facilities and retirement homes.

National Research Council Canada (NRC)

The National Plumbing Code of Canada was developed by the Canadian Commission on Building and Fire Codes (CCBFC) and is published by the National Research Council Canada. Said government organization is responsible for the country’s research and development.

Amendments Made to Quebec’s Plumbing Code 2024

The RBQ tailored amendments to the Plumbing Chapter of the Construction Code, which are based on the NPC 2020. Take note of the new regulations:

• As anticipated by the NPC 2020, there are new requirements in terms of methods for harvesting non-potable rainwater.

• It sets more limits on plumbing installations to align with the requirements established in the NPC.

• The chapter brings forth new certification standards regarding certain materials (e.g. fibre cement pipes and fittings, cellular core PVC, crimp fittings).

• Plumbing installation system standards are reinforced to provide enhanced safety, preventing leaks and risks of contamination.

• Material durability and safety criteria are stricter; heavy metals like lead are banned.

• More frequent inspections are required, including better upkeep over time.

• Wastewater management regulations were also revised to help homeowners and businesses reach their environmental goals.

Furthermore, the amended document provides more detailed specifications regarding the terms mentioned in the National Plumbing Code, ensuring a more consistent version to minimize confusion.

Below are the requirements featured in the NPC 2015 that were carried over into the new version of the code:

• All legionella (bacteria) proliferation prevention measures.

• The strict ban on selling plumbing products that are non-compliant or prohibited.

• Criteria and requirements regarding the installation and selection of drinkable water treatment systems.

• Water temperature requirements in retirement homes and healthcare facilities.
